Question re contacting prospective units

Son has been admitted to one school (SMC) and should be hearing shortly from a couple others. He also has ROTC scholarship apps pending before respective boards. Thus far, nobody has contacted him from any of the units. Do they ever, or do they wait to hear from him? If they typically do, would that usually only happen after he has been boarded and results released?
I guess what I'm asking is whether to expect some affirmative "recruiting" efforts, or will they take a passive approach and wait for him to put down a deposit and, if applicable, activate a scholarship before doing anything?

When my DD was a 4-year scholarship winner in October 2018, her email was flooded with messages from ROTC units. Most of them weren’t even on her list of 7. Your DS will get a lot of “cold emails” from many schools and most likely the ones on his list.

My DD did get a couple of emails from units on her list in the summer before she completed her app. It was odd because she just started her app and listed her schools. She had a few more things she needed to complete. She got an email from a ROTC unit on her list saying they will have a rep at Girls State and to chat with the rep if she gets a chance. It seemed like the units on the list can see if they’re on there. It also seems they can see activities (my DD listed Girls State) even if the app isn’t completed.

My DS (not a scholarship winner yet - board ready for arotc) was contacted by an ROO of one of the schools on his list (not top 3) via email giving him some advice on completing his app and telling him about the unit...it was a semi-personal message with specifics on his app - not spam. He’s also been contacted by phone by a gold bar recruiters for a school that was on his list, but is no longer in the running. These are schools that haven’t released decisions yet. For the 5 schools to which he’s already received early acceptances he has’t heard anything. Seems like it is unit specific re: how much early recruiting and outreach they do.

Last year my son applied to 12 schools and one 4 year NROTC scholarship. He reached out to a couple of the units prior to winning the scholarship and basically none of them responded to him. After he won the scholarship he got emails from the ones he had listed as his top 4 or whatever. He’s now on scholarship at his top choice and loves his unit. I just don’t think they recruit or try to get people into the unit at Ga Tech. It’s a smallish unit 70 Mids total.
 
I have had schools, other than on my list, reach out. I have also been accepted to a SMC and I know they have looked at my file because they reached out for some additional information. I have also been contacted by a couple of JMC's asking me to apply directly to them for the ECP program. Still hoping for a National Scholarship as the SMC is my first choice school.
