Does WP have to get at least one cadet from every state? or do they just get only the most qualified no matter which state they're from?? also how competitive is new mexico? my assumption is not very lol.

They have to take a certain number per state as long as they meet the requirements to be triple qualified. If nobody is qualified in the state, however, they are by no means obligated to accepting them.
 
This is not a complete list of cadets because participation is voluntary, but take a look at this website to get an idea of the distribution of cadets per state. http://www.westpointcadets.org/

In my opinion congressional districts that contain military posts/bases are more competititve than average. For example WA state's 9th district includes Ft. Lewis and McChord AFB and this is the most competitive district in our state. Then there is one district up around Seattle (the 7th?) that has few applicants to USMA.

As far as New Mexico, it probably depends upon where you live.
