If one of the listed 7 schools does the appear on your top 3.. does that mean slots for ROTC are filled at that school?

No. But national scholarship $ allocations maybe. You can always attempt to transfer your scholarship from one of the 3 schools they offer it to you at to the one you want to go to. Your packet will cover those procedures.
