Rcvd Candidate Ltr-Questions please

Son's status changed to Candidate on July 9. Received Candidate letter on July 13th. I had originally thought this happens normally in August? Letter says to finish new paperwork in 45 days. Is this the standard wording in a Candidate letter? PS-I have truly enjoyed reading parents and student's posts on this forum. It is a goldmine of helpful info. Thanks to all.

That is what our 2013'er got - it seemed early and we assumed it was because he went to summer seminar and that was a jump start - but it may be normal.
