I've looked at the USNA website and I haven't found an answer to this question. As a reapplicant, do I need to resend my test scores (i.e. ACT/SAT) and redo the CFA?

For the CFA, yes you need to re-do it.
For SAT/ACT scores, email your admissions counselor to have them moved over to this year's file. You shouldn't have to request another score report. Make sure to include both candidate numbers to help admissions staff.

If you didn't max-out your CFA last time, this is one opportunity to improve your application package this year. If you're not doing heavy athletics at your college, this summer is a great time to get into great shape and take it before you start the college grind.
