Reapplying for medical waivers

Back in 2004 I applied for a 4-year AROTC scholarship and was medically disqualified for (edit: redacted at author request). Although I was eventually granted a waiver for all of these conditions, I did not pursue the Army ROTC program. I am now very interested in entering the ROTC program as a graduate student, however I know I will need to go through the waiver process again.

I was wondering if the acceptance criteria for any of these conditions has changed over the past 4 years. Also, will an evaluation board take my previous waiver into account when assessing whether to accept or disqualify my application?

I believe that if you have college degree then all you need to do is apply for the service you want to enter in and go to ocs. Also, I would ask Mr. Mullen about the medical waiver's.
