Recommendation Letters

I'm starting the process of putting together packages for nominations. All of my congressmen require all parts of the package to be sent together, including letters of recommendation. How would I do that if I'm using the same letter more than once? Does the letter have to be sealed inside the package or can I make copies of it? Thanks in advance for any recommendations!
 
My MOC and senators each have different instructions for letters of recommendation. Are you sure that your MOC and senators all have the same exact instructions for letters of recommendation? If they are the same instructions, I would ask whoever is writing the LORs for you to photo copy the LOR for you right after they write it and put it in a sealed envelope. You should also contact your MOC and/or senator(s) and ask them what they think you should do.
