I'm going to be applying for the NROTC scholarship this year and was wondering if I would have a better chance of getting in if I had a government officials recommendation. This is not for the Naval Academy, just regular colleges.
 
This is a near universal truth: letters of recommendation from "VIP's " can actually work against you if they are clearly generic in nature.

The best LOR's are from someone who is a responsible person who objectively describes you in a personal and professional way. Think teacher, clergy, coach, scout leader, etc. (I suppose a teacher is a sort of government official).

NROTC (and MOC's, SA's and colleges) want LOR's from someone who can cite specific examples of your leadership, effort, academic accomplishment, community involvement, and teamwork.

Seek letters from people who know you best and can deliver an objective opinion.
