If a hs coach is administering the PFE, will they be able to upload a recommendation letter as well or do you add the coach again as 1 of 2 of the last recommenders?

Each recommender needs to be added separately.

You can use a coach to fill out the PFE and for a recommendation, but only if the coach provides two separate email addresses. My daughter used her track coach for both.
