I cannot remember if I heard this asked last year or not. If an MoC submits 10 candidates to USNA for a nomination, and all 10 of those candidates become 3Q'd, is USNA obligated by law to appoint at least one of those candidates? What if only one of the candidates become 3Q'd?
 
Yes, if one MOC-nominated candidate is triple Q'ed, USNA must appointment that one. USNA can opt to appoint more than one if they are 3 Q'ed. If only one is qualified, then only one would be appointed. You can't be appointed (directly) if you aren't qualified, no matter how many noms you have.
