What should I do if one of my house Reps is leaving office? The incoming rep will be in on January 3rd (I think), 12 days before nominations are officially due. Can either rep nominate me? I doubt the incoming one will have a process set up.

There will be only one slate per opening per SA. Slates are doled out by congressional district, not by MOC. Just follow the current MOC’s instructions and don’t worry about what you can’t control or predict. Change of MOCs is nothing unusual, as it happens every two years in many districts across the country. Expect the new MOC to pick up where the old MOC leaves off, with little if any disruption. In fact, don’t be surprised if old MOC submits their slate before leaving office.

Midcake explained it well. Follow the guidance given on your MOC website.
This happened for DS. He was given his NOM by the current MOC and review board, that slate was submitted on behalf of that District.
He was later notified and congratulated by new MOC in February of his appointment to WP. Happens often.
Important thing to remember is that the District/seat of an MOC is what holds the available slots at a given SA, and is charged with the appointment not the individual MOC.
