Reservists - Still No Obligation if No Money?

Back in the day students in the National Guard did not incur any obligation if they did not take any tuition money or any money whatsoever and only took the courses. Since the average guardsmen/reservist signed up at 18 for either a 6 year or 6 year + 2 IRR, they had an obligation up to 4 years anyway.

Is it ROTC still like that?
 
If an AROTC cadet is non scholarship, the first two years are non obligatory. To move to the advanced course ( 3rd year), you must be on contract with or without a scholarship.
