Retroactive Stipend Pay, Immigrant with Citizenship

Good Afternoon Everyone,

I am a contracted non-scholarship MS3 in my second semester who was on conditional status last semester pending DODMERB. My DODMERB went through and I contracted just before the start of this semester. I have only been receiving stipend for this semester and it was my understanding that I will receive last semester's back-pay as well, however I was informed today that I will not be receiving it due to the fact that I am a derived citizen and was not born here. What is the reasoning for this and is there a workaround? I have had my citizenship for the entirety of my ROTC and university life and I adhere to all requirements ROTC places on me so I see no reason as to why my citizenship should matter when it comes to receiving back pay on stipend I earned on conditional status. Thanks!
 
Are you in Army ROTC? The stipend is as of your contact date. There is no retroactive stipend payment, as you don't receive a stipend for being conditionally contracted.

Yes I am in Army ROTC I was told by my HRA that stipend back-pay was possible.

You would only get back pay to your contracting date if there was a pay issue that caused non-payment. You do not get back pay to a conditional contract date, as you are not really contracting at that time.
