which is highest, coast guard meritorious unit or navy guard meritorious unit? or does it not matter?
 
According to ribbonchecker as well as rackbuilder, the Navy Meritorious Unit Commendation ribbon is to be worn before (ahead of) the Coast Guard Meritorious Unit Commendation ribbon as shown below:

Depends on the service you are in. Coast Guardsmen wear the Coast Guard ribbon equivalents AHEAD of the Navy ones....


If I was a Navy squid, I would wear the Navy ribbons ahead of their Coast Guard equivalent....all depends on which service you call home.
