If anyone can answer these questions, you definitely get bonus points. First, I've been accepted to the NAPS class of 2019 and am on the NWL for West Point 2022 (this will be important in a few minutes).

I've been involved with boy scouts (eagle scout) and do lots of outdoor/adventure type activities. Naturally, I try to get the best gear I can knowing that it won't fail or if it's just a personal preference/having quality stuff. I've been looking into getting a nice riggers belt but have also been looking at both the army and navy regulations. My first question is: how enforced are belt regulations at either West Point or NAPS/Naval Academy? Of course this would only be for NWUs or ACUs. Would it only fall under the army/navy code or would it be a company rule?

USNA falls under Navy and USNA uniform regs. I say both because some uniforms are the same as big Navy while others are specific to USNA. USNA would not have company level rules for something like that.
 
If I were you, I’d use whatever they issue you during the accessions program. Then whenever you go on active duty, purchase your own quality stuff. It really isn’t worth it to buy your own stuff (except perhaps boots) beforehand, and you will save yourself from having a different, though technically in regs, uniform item. Also, you can talk to lots of people who have been in for a while and see what they like and find useful. Or at least wait till you’re an upperclassman.
