Rolling Admissions Eliminated For This Cycle

“We have received all your application information and the Admissions Committee has qualified your file. West Point has eliminated rolling admissions for this cycle. As such, all qualified applicants are placed on a National Waiting List until appointments are made. Most appointments will be tendered between 26 February and 1 May 2020.”

This statement is from DS 3Q letter and I’m hoping a FFR or a Moderator can explain the difference in what’s happening this year compared to past years? I realize that the deadline was moved up one month to January 31st, but aside from that what is different? I am also confused about the National Waiting List. I learned on this forum that there are 150 applicants who are 3Q with a nomination on this list and are ranked according to WCS. I’m confused because the above statement says all qualified applicants are placed on a National Waiting List, aren’t there approximately 2000 qualified applicants with nominations? Please help DS and I understand the process. Thanks!
 
I read the sticky and and answered my own question regarding the NWL:
National Waiting List:
- Title X of the US Code mandates that WP must admit 150 candidates from the NWL by WCS
- fully qualified (which includes being medically qualified) non-vacancy winners of MOC nominations will go on the NWL
- IOW - if you are on the NWL, then you are fully qualified (scholastically, physically{CFA} and medically{DoDMERB}) AND have a MOC nomination
- about 450 slots of the class will come from the NWL
- the NWL helps WP achieve their class composition goals thereby making sure the class has a balance of athletes, minorities, leaders, scholars, etc.
- continue to update your file (even if you have a LOA). The more points you can add to you WCS, the higher you move up on the NWL. Update your file anytime you receive an award, honor, named Captain of a team, lettered in a sport, improved ACT/SAT scores, leadership activities etc.

I would like to know the significance of eliminated rolling admissions for this cycle, and what it means exactly.

That language has apparently been in the 3Q letter for years without an update to the form letter after its elimination. My understanding from reading many past threads is that there is no difference in the 2024 cycle when compared to 2023 other than the deadline date as you mentioned.
 
There is no change. All qualified applicants are placed on the NWL once their file has been qualified.

The inclusion of the "Rolling admissions" statement is a head scratcher, since USMA has not used rolling admissions for many years.
