The AROTC program at UT Arlington have about 40 scholarships for R&B. I dont know about any other ROTC branch at UT Arlington.
 
I have seen some say PSU does and doesn’t cover R&B? Which is it? 😂
I have the time to look up primary sources for you, which I don’t mind doing most of the time if I stand to learn something, but are we talking Penn State? Portland State? Which service? The service ROTCs usually have a web page with their participating schools and info on R&B.

Be sure to look into schools which offer merit based scholarships based on ACT / SAT scores! I received a type 1 AFROTC scholarship, and a school I applied to provides a $15,000 merit scholarship for ACT scores above a 31. I contacted them and they will allow that scholarship to go towards room and board since I have tuition covered. Most schools only allow their scholarships to cover tuition, however it doesn't hurt to contact schools and check! I now have a full ride plus living stipends, and a guaranteed job serving my country with an incredible team upon graduation. About two weeks ago, I thought that I would be taking on around 100K in debt over these next 4 years. This also means my savings can be used for flight lessons before I graduate high school or go towards a vehicle. What an incredible opportunity thanks to the Air Force and the colleges scholarships!
 
University of Delaware waives room and board for AFROTC HSSP scholarship recipients. If you receive a Type 1 or 7 for all 4 years, Type 2 for 3 years while the scholarship is active. (Just found this out from the DEC at the University so that helps)

Tulane is very generous with their ROTC cadets. I have been fortunate enough to receive a 4 Year AROTC scholarship there. After I called and talked with the recruiting officer, I was told they also cover room and board, food, and travel expenses to some extent. Definitely check them out.
