ROTC and the school

Does receiving an AROTC scholarship vary by difficulty depending on the school. For instance, if one's #1 school is very competitive and is very small does it make it harder to receive a scholarship to that school. DS's #1 choice on his list was Harvey-Mudd college and he received a 3-year to there but 4-year to his 2 other schools. Both other schools are big detachments, but H-M is a very small school and not a big detachment. Was DS also competing with other H-M applicants to receive a scholarship spot their? Also is it doable to transfer a 3-year from a school like H-M(expensive and small) to a 4 year at a bigger school? Does the money allocated at a certain school differ and does that contribute to the competitiveness?

I have the same questions. Are your DS’s stats more in alignment with the #2 and #3 schools, ie is HM more a reach school for him? My DS was awarded 4-yr to #1 and #3, and a 3-yr to his #2. #2 was more a reach (although not by much...the ROO called and emailed a lot; said it was weird and would call CC to ask to bump it up, had never seen that before). So, I’m wondering if they give 3-yrs to the reaches to make sure they can hack the academics there before investing in them.
 
Is there a material tuition difference between the relevant schools? That's the first question I would have in trying to find a reason. Four years at an in-state school would be WAY cheaper for the Army than three years at most privates.

For my kid, no. Both 1 and 2 were small, costly LAC.

Then my guess would be that it's a question of scholarship allocation per class. I believe they have "goals" for each school per class, but a PMS or former PMS would know better.
 
School choice doesn't matter. School cost does. Though it is odd to see 3AD to one school and 4yr to two others. Not really sure how a transfer of a scholarship would play out honestly. And why you got offered at your 1,4,7 choice (for example) is the attempt to even the scholarships out amongst the programs.

Funny thing, DS got an email this morning saying the 3AD was bumped to a 4yr at his choice #2 and that they threw in room and board! Sadly, he’s feeling pretty set on choice #1, even though it’ll be a little bit more. #2 school’s ROO has been wonderful.

The Army will not pay tuition and room and board. Schools (via ROTC) sometimes have the ability to cover room and board (like we do). The 3rd board list is not approved yet for release yet.

Sorry for making that confusing. Yes, AROTC in this case is tuition and university would throw in the R and B. This all is in response to 2nd board, not 3rd.
 
If you apply to an ROTC program does it automatically consider you for multiple scholarships? What happens if you put your number 1 choice as something competitive (reach school) like Duke and then you aren’t accepted? Should you put your number one as a safety or “target” school?
