Rotc being revoked for knee

Son was accepted into rotc Air Force last February 20019 his senior year. Level 3 I believe. Started college been participating last 2 months in PT classes plus extra. He injured his knee resulting in a tear on his ACL end of high school during lacrosse. This has in no way effected his ability’s with rotc yet. He was told that it could heal on its own or need surgery in future. He disclosed this info to his commander with the medical paperwork we have so to maybe have this surgery done in spring then be ready for sophomore year. They put him on waiver yet in less then week turned him down. Heartbroken is there anything else we can do?
