ROTC DoDMERB Waiver Process?

Can anyone comment on the next steps with the Waiver process after your AMI is submitted specific to ROTC, Army in particular? Son was awarded a 3 Year scholarship for 22-23. He's currently an MSI. He was just offered a chance to upgrade to a 3.5 year by his Batallion, if he can complete the DoDMERB process before the end of the semester. He will have all Remdials/AMI submitted next week. I think it will be fairly straight forward in the approval process and he anticipates receiving the waiver, of course we know it can take time for all this. Does the Batallion sign off on the waiver after DoDMERB finalizes on their end? Does/should the Batallion submit a justification memo right after he submits his final AMI to be considered in the packet? Will DodMERB consider his offer to be upgraded as they prioritize waivers? I know the SA are fairly involved in the waiver process, I just can't find anything specific to how involved the ROTC programs are and he's been getting some conflicting information. Thanks!
