I looked in the FAQ and couldn't find anything, but forgive me if this has already been answered elsewhere.

How exactly do ROTC nominations work. Is it like an MOC nom where there is a slate of 10 guys and (sometimes) 1 primary nominee? If so, how many slates are there? One per ROTC battalion?
 
The slate can consist of hundreds of people (in theory it's unlimited I suppose). Only 20 or less (usually less) will be selected.

Why do you say usually less? Is it because there usually aren't enough qualified candidates to choose under this slate? Or is it for another reason?

Uhhhh..... because it's usually less. It is certainly not because the candidates are not qualified. They are not obligated to take 20. They can take up to 20.
 
The ROTC nomination is just another slotting option for an appointment. In other words, if say you have a MOC nomination and a Presidential, getting an ROTC would provide another nomination slot. So a ROTC nomination may slightly improve your chance for an appointment, but I would not put all of my hope on it. The are literally hundreds of nominations for very few slots. The only thing required is your ROTC commander has to fill out a form to recommend you.
 
Most if not all candidates have more than an ROTC nomination but you should apply to all available sources. As said before, it gives the academy another chance to "slot" you if weird things happen in the process and weird things do sometimes happen.
