ROTC scholarship has yet to pay.....

My son received a three year ROTC scholarship. He is about to finish his first semester of his 2nd year. This is the year they should start paying. He is receiving his stipend, but his tuition bill has not been paid by the Army. (I borrowed the money to pay his balance so he could register for spring). He says everything in current in goarmyed on his account, but the cadre tells him that there is one cadet who has paperwork still due and until that cadet files properly, nobody on their campus will get their money. Is this true? Should I try to follow up on this, or just keep waiting? My son is adamant about not asking anymore. He believes this to be true, but it just doesn't sound right to me.
 
there is nothing YOU can do. If his CPR, Cadet Pay Request, has been filled out there is nothing more HE can do.
No reason to think the Cadre are not telling the truth. But often fall semester does not get paid until the end of November.
My son's school (SMC) has so many students on scholarship that the tuition shows unpaid but is not a balance due.

FYI- The AROTC Cadet Command put out a message last week on its Facebook page that stated payments are being delayed due to the lack of a continuing resolution with the federal budget. The message told everyone to be patient and that the payments will be made once the budget is finalized. The message said for students to stay in contact with their PMS.

You should trust in your son's judgment in this case. He is dealing directly with Cadre and we as parents should respect that.

If you feel you must do something, contact the bursar or Cashier's office for the college. They will most likely tell you that they are accustomed to ROTC tuition delays. The college may still send you a dunning notice, but they are usually liberal with allowing registration to occur as they look forward to receiving "full retail" tuition from Cadet Command.

Bottom line: As @BigBillNY says, be patient, the congressional delays have happened before and will happen again.

Expect this hassle every semester, it will never be a smooth process. Sadly my university bursar is very particular about refusing to remove holds on accounts and makes it even more difficult than it needs to be.
 
I've experienced this delay with two kids at two different detachments. I stopped worrying on my first call to finance who explained that they knew what was happening. I did get worried when one time my son got a warning that his card key would not work if his bill wasn't paid by "x" date. Fortunately, it was paid.
 
This happened to us as well with my DS his first semester (now a MS III). Nothing you can do as said above. Welcome to dealing with any governmental agency.
 
Want to underline AROTC-Dad’s statement about parents may wish to contact the university’s bursar office. The bursar staff may groan (we all dislike exceptions), or repeat some memorized hardline stance, but your student will not be the first nor the only. They may check with the unit to verify participation/coverage.

I would mention that U Wisc requested that parents cover tuition in the meantime. We didn’t and weren’t penalized. We had contacted the bursar to make sure they had a reason we weren’t paying. They know it’s coming.

I’ve learned to trust my kid is asking the appropriate things and # of times within the unit. There have been rare times our kid brought forth a problem, but his unit also has a really on top of things staff: the Gunney is exceptional. Seriously: can we adopt the Gunney?

Standing in your shoes bites, but it will be resolved. Unfortunately families have to deal with the impact of Hurry Up And Wait, too!
