If a midshipmen in NROTC had a scholarship and then wanted to go to the Naval Academy after their first year of college what kind of nominations could they get? I believe you can get a NROTC nomination but could you still get one from your local congressmen and senators? If you went to college in a different state would you apply to get a nomination from a congressmen there or the state in which you claim residency? Is it more competitive than apply in high school? Is it the same for USMMA?

Yes, you can apply to all of the same sources you did this year plus the NROTC nom.
