As a college programmer your ROTC unit will request/start the DodMERB process. You must be qualified or receive a waiver before you can receive a scholarship. The DoDMERB process will happen during the freshman year.
For AFROTC it will not start until he has a scholarship or an AS200. The reason why is that as an AS200 he will be up for SFT selection and they want to make sure that if he is selected he would be medically cleared by DoDMERB.
