ROTC scholarships only cover tuition. They do not cover room and board. However, many school give incentives to scholarship winners. For instance, Norwich give free room and board to it's scholarship winners. Yo also have to maintain a 2.75 gpa to keep your scholarship. VMI does not give any incentives. That is according to the AROTC website.
The scholarship rules vary from school to school.
AROTC is the biggest ROTC program. Navy, MC and Air Force are offered at fewer schools and they are very selective. I think in Air Force you basicall have to have a technical major to compete- like engineering or computer science.
Also, remember in many cases your scholarship is tied to your major. It may be difficult to switch majors and retain your scholarship. It would not be favorably looked at for you to switch from engineering to history.
Also, rememberg if your room and board is not covered you still may qualify for financial aid and receive grants and/or loans to cover the additional cost.
