Scholarship questions VMI or Norwich

Just hoping someone can shed some light. My son has a Deans scholarship offer from Norwich...8500 a semester assuming he can keep his grades up and he is in line for some other local scholarships that are significant but not as significant compared to ROTC money which is still a possibility. I know that Norwich in particular pays room and board for ROTC scholarship recipients. If he wins one he will have everything pretty much covered and then some. If he gets ROTC money, the Deans scholarship money' would that go to another student? It seems almost greedy to accept others IF he gets ROTC $$ or should he accept everything he gets and save the DOD?

I have no idea how any of this would work. He has a great student adviser at high school and she is putting him in for every $500-$5000 scholarship she can find, but I do not want to deprive some of our local kids a shot at college by being greedy.
This is all speculation. He still hasn't made his final school choice yet and if its VMI we may need every dime we can get unless he gets academic scholarships there as well.

re: Norwich- If he gets the ROTC scholarship, he doesn't get the dean's scholarship money.
