Secretary of the Army nomination

On the West Point nomination page it provides a letter you can send the Secretary of the army if you’re eligible for his nomination, how and where would you send the letter?
 
That is not the way it works. If you are eligible for a service connected nomination, you submit all of the paperwork to admissions and they determine if in fact you are eligible.

I’m in the Army ROTC program in my school, so I should be qualified for the secretary’s nomination. I was wondering if my PMS’s nomination goes under the secretary’s nomination
 
There is a separate category for ROTC nominations. Many will apply, about 20 will be accepted, including those in high school JROTC.
 
The documents will be listed on your portal. Your PMS completes the documents and sends them to your RC. They will verify and then confirm the nomination.
