Everything is ready and done ( 3.94 unweighted GPA, 700+ critical reading and 700+ math on SAT, several leadership[p positions, 4 years varsity letter on sport, LOR and essays are done) except for CFA, only can do 4 pull ups. Should I go ahead to submit the application or should I wait for a better CFA performance? What is the minimum CFA requirement? Now I just can't make time to work on CFA. Fully occupied on/off school. Thank you.

you should submit now. Do the CFA even though your score man not be good, you can resubmit again. We learned this during a CVW. this also will allow you to learn from the admissions officer other ways to improve if needed. Do not wait, with gov't. shut down things will take longer and you should submit now.

At least for USMA and USNA, everything including CFA must be submitted and available before admissions reviews the file. I would make sure you have everything completed online. CFA scores are submitted by whoever administers it, not by you through the portal.
