Should I Have Only Listed Host Programs?

I read some posts from a while back discussing how AROTC host schools have control of National Scholarships and get to decide whether to allocate them to partner schools or not. Is this true? My top 2 schools on my list were partner schools (Colorado Christian University partnered to CU-Boulder and Northwest Nazarene University partnered to Boise State University). Why would they allow you to list those schools if the host programs ultimately get to decide if they offer scholarships to partner school AROTC cadets?
 
DS was the same way...top three schools were partner schools 1) Buena Vista University (Iowa State) - 2) Olivet Nazarene University (Wheaton College) and - 3) Cedarville University (Central State University).

When we were on one of the school visits, the CO did say that the host school has say in who gets the scholarships.

Okay, thanks for letting me know. I hope that doesn’t affect my chances or possibility of receiving a scholarship.
 
I don't think that it will have too much of an adverse effect on your chances. The BC will want to do what's best for the battalion and if your package is competitive then it is good for the battalion even if you are not at the host school. However, these are just my thoughts, I'm not involved at all in the process on that side....I'm on the same side of the process as you.
