Anyone have an idea of the significance of high school departmental honors for the West Point application? In my case I've earned history honors Freshman and Sophomore year.

It is an honor--so it definitely counts--you have demonstrated and been recognized for leadership and determination in the classroom; however, these honors are not as significant as becoming an Eagle Scout or going to Boys State, being an officer in a club or captain of a team, having a high GPA and SAT Scores, a varsity letter and a smashing CFT.
It also counts in your Army ROTC application.
