I am still waiting on the big boys from Annapolis, but I recently got my scholarship confirmation (online but not in the mail yet) and was assigned to the South Florida Unit in Tampa. I was wondering what kind of flexibility I would have in selecting a major and what my options are while I'm in school. Also, if there is anyone who has experience with the USF NROTC, I'd love to hear some details about the situation down there. (I live in Iowa but plan to visit for my second time in March).

Congratulations on your scholarship first of all. When you get your official letter it will tell you what tier scholarship you received. Tier 1 is all engineering, 2 is assorted including normal sciences and math, 3 will cover the humanities, social sciences, etc.
 
Now, is there any flexibility in the nature of the scholarship or am i set in stone into which tier I have been placed in? I ask this because I understand that the Navy has needs and obligations it is required to fill when awarding ROTC scholarships to "fill the ranks" of the officers in the fleet, but things change and I'm not exactly sure which path I want my degree to take me.
 
Going up in tier is probably okay, but dropping down tiers will probably cause problems keeping your scholarship. Staying in the science math engineering areas would be in your best interest if your scholarship is not for tier 3 subjects.
