You are conflating two different things, the Space Force itself is part of the Dept of the Air Force whereas Space Command is a Unified Command just like US Strategic Command, Central Command and Pacific Command. The Unified Commanders report to the President/National Command Authority and those lines bypass the service structures. The SERVICE Structures are headed up by the Service Secretaries with the CNO, Armyu Chief of Staff, etc under them. The Service chiefs like CNO and Space Force Commander report through their Service Secretaries and up through SECDEF.

Service Chiefs are primarily responsible for Manning, Training and Equipping forces while the Unified Commanders are responsible for a given mission or geographic area using the forces that are generated by the Service Chiefs. Unified Commanders can mostly be from any service although there are some traditional "hats" in place. For instance Central Command has moved through Four Stars from different services while Pacific Command has almost always been a Naval Officer. Strategic Command has mostly been Air Force although there have been Naval Officers in that role.
