Sports Practices When Heat Index is Over 95 Degrees

So, last year a kid in our school district died in football practice on a hot day (turns out he wasn't even medically cleared.) In response, the school district passed a new rule: No sports practices (in any team sport) if the heat index is over 95. My DS is on the Cross-County Team. Right now it doesn't get light enough to practice until nearly 7:00 a.m. which does not leave enough time. So, the coach is having practices at 6:15 p.m. Yesterday, the heat index was 105 at 6:15 and didn't drop below 95 until at least 8:30.

Cross-country is not football, and I personally don't see the kids running in the heat as a problem. But it is against the rules now and they are violating them. If DS tells me it is too hot for him to run, I feel like I should not be pushing him to run, but I don't want him to get in trouble with the coach. I hope DS just runs. He has never had a problem with the heat in the past, but it is very hot now in my neck of the woods and I am a bit concerned about the conflicts that the new rule is causing.
