DS (currently a Plebe) is planning to go skiing over Spring Break. God forbid he should get hurt while skiing, what are the repercussions back at the USNA?

Effectively none. He won't be punished for an accident. I have classmates who injured themselves horribly (broken back, broken collarbone, torn ACL, etc.) and were just "on chit." Depending on what's wrong, chits allow mids to not wear working blues, be excused from PT/sports, and not have to march in parades. Generally after they expire there's a grace period before they have to take the PRT again. USNA in general is pretty understanding about injuries like this and it should not be held against him for any reason.
If the worst happens, they can try and make things happen: one of my classmates became paralyzed during a freak accident and was allowed to graduate, but not commission.

All mids should be aware of what their course of action should be if they get hurt on leave. I've had a couple incidents where I've had to go to a civilian emergency room or urgent care center because I was unable to go through normal channels for whatever reason and it's not a big deal. However, don't take my advice here as gospel because my info is now a couple years old and things may have changed.

Depending on the urgency of what happens, mids can call TRICARE (I think USNA falls under TRICARE North, can't remember) after the fact and get care just by explaining "I have TRICARE" and showing their CAC.
They prefer if mids call ahead and tell them "(symptoms) is wrong with me and I can't get to Navy medical, refer me to somewhere," but the most important thing is they get care if they need it, especially in an emergency scenario.
