Wasn’t sure what thread to post this on but figured it would fit here. Is it possible to start ROTC if medical qualification is unfinished? Due to Covid-19, the process has been prolonged and I’m worried that by the time school starts, I won’t be qualified.

Yes you can start ROTC. A scholarship would not kick in until you're medically cleared. Clearance sometimes extends into the first semester but they will be aiming to have you word by the time college starts.

Follow up question...I seem to remember reading that they try to get 4-yr winners’ waivers decided sooner rather than later. True?

No idea, but if you ask over on the DoDMERB forum, Mr Mullen may have some insight.
 
Yes you can, but your scholarship will NOT be activated until your DODMERB waiver is granted. DS needed a waiver and went to NROTC NSI training and reported to school and began classes with the unit while awaiting waivers. He was responsible for everything financially until his waiver was granted. He paid for books out of pocket to begin school. He received his waiver at the end of the first semester and his scholarship was funded. The only thing that was not paid was back pay for his monthly stipend. Check with your schools bursars office on when your tuition is due and has to be paid in full.

Biggest most important thing you can do is to make sure you listen to the advise of @MullenLE and sit down and go over the DODMERB instructions carefully and fully understand the information they are requesting.

Did he have to have drs appts for his remedial or just documentation? When did the start the process? I know it’s all different so I definitely take it with a grain of salt but still like hearing others stories

He began the process in July and his took a few months. Again follow Mr Mullens advice to the letter and it helps expedite the process. My DS sent his last AMI requests in and had his final follow-up appointment last July. He reported to campus and has participated (now remotely) in Army ROTC as a non-contracted cadet since September. We are still waiting final waiver communication. Cadre received notification from cadet command that the final waiver had been approved in mid-March, but DS is still waiting for documentation to find its way back to DODMERB so he can finally contract (virtually) and activate his scholarship. So, be prepared (financially and emotionally) to play the long-game.

Mr. Mullens really is so helpful. My son sent him an email today hoping to get somethings verified. They are asking for documents that have already been sent over, last thing I want to do is re-send and duplicate. They records IMO are difficult to go through because each one is like 9 pages long and you have to go to about page 7 to actually get to the report but that was how it was made available to us for download. We'll figure it out with his help for sure!
 
A year later but I have a related question. If the DODMERB process takes a significant amount of time at no fault of my own, will I be reimbursed for tuition if I don’t get cleared until spring semester? I have a 4 year but am not expecting to be medically cleared by the end of fall semester.
 
I have a friend who received a 4-year but is still not medically cleared (we are MSIs), and he is, unfortunately, making tuition payments for this semester.
 
Based on a separate thread I replied to yesterday, and Mr. Mullen mentioned that he spends most of his forum time in the DODMERB forum, I recommend that people with DODMERB questions post them there. I think it will make things easier for Mr. Mullen.

Separately, for folks already at your NROTC unit, your HRA and Co/XO can help speed up the process a bit. In my case, we have a BUMED Doctor assigned for our unit who can help field questions on the status of a particular case.

One thing I have noticed when Midshipman answer their letters from DODMERB asking for additional information, you really need to read the letter lime by lime and send them exactly what they ask for.
