No. If your packet is 100% complete other than medical, and it's been at least 2 weeks without an interview submitted, notice is provided to the Area Coordinator (the "supervisor" of an area of BGOs) who notifies the BGO(s) that they have outstanding interviews. That usually gets things moving -- either in terms of conducting or submitting the interview. After a certain time, the Board will proceed without the BGO interview.
Your Regional Director will see that the interview isn't complete and eventually that will generate the above process.
