My DS's NROTC scholarship was awarded in October 2019 (ISR), official approval was December 2019. Medical review by DoDMERB complete February 2020. He is still awaiting waiver decision. His college choice will depend on waiver decision and May 1st is looming. What, if anything, should he do to pursue information?

Have gig check with the Mr Mullen ... he has been so helpful to so many he is like our patron saint. If not find him under the DODMERB tab.
My DS starts school without his waiver last fall and graduated from NSI and joined his NROTC unit. There were several others in the same boat. His waiver cleared right before finals. We checked with the bursers office and they told us we would be docked a service charge for the outstanding balance (a very small fee) until his scholarship was activated. I am sure it varies from school to school. It was very stressful for all of us waiting for him to obtain his waiver but it all worked out ok.
Again please talk to @MullenLE.

DS is same boat. We reached out to admissions, and he was awarded a scholarship to make it affordable, even if waiver is denied. The ROO, not knowing this, also reached out and said they didn’t want to lose son while he awaits waiver and that they could talk to admissions. So, I’d advise you to reach out to admissions and ROO to see what they might be able to do to allow your DS to accept.

May I ask what type of scholarship he was awarded by admissions?

Thank you MullenLE for your help!! Communication established between DS and relevant Naval personnel. Hoping for a decision soon.
