It seems that Army and Navy ROTC has more to offer in the way of summer programs than AFROTC.

That's probably a big chunk of the reason. When I went up to speak with the admissions officer at Det 720, he told me that AFROTC (in general) use to offer more summer training opportunities before the draw down times (and subsequent budget cuts).I just think the AF doesn't see the value of most summer programs when they have a limited budget and the need to make tough choices.

When my oldest son was at USAFA all of the summer programs there included AFROTC cadets as well as USAFA cadets. They were able to do Soaring, Jump, Powered Flight, etc. I do know that this has changed in the last few years, unfortunately.
