Summer Seminar Essay Character/word Requirement

Hello! I am confused on the summer seminar essay character requirement. Does the character requirement mean with spaces or without? It doesn't specify like it has in past years. Thank you for clarification.

Last year it included spaces I believe. Around 130-170 words is what I was able to fit if I remember correctly.
