Summer STEM Program Questions

Hi all,
My sister is applying to the STEM program this summer. I'm not familiar with the process, so I was hoping that someone who understands it could answer a couple of questions.

1) Is admission to the program rolling? The application deadline is April 15th and her interest in service academies hasn't peaked until recently. In other words, will many spots already be filled since she's late getting into the application process?

2) My roommate's sister applied to the STEM program last year and was rejected. She called admissions and was told that the reason for being passed over was that "she 'knows' what USNA is about already" and that they don't want to pass over another potential applicant for someone who already has exposure to the Academy via their family. Because of this, I've told my sister to not mention myself (a 2/c at USNA) or our brother (a 4/C at USMMA) anywhere on the application. I'm going off the word of my roommate who I'm inclined to believe. Can anyone shed light on this?

STEM and Summer Seminar are first and foremost recruiting events. They look for candidates in under represented areas to further grow the 'USNA brand.' It is why STEM and Summer Seminar are not 'point boosters' for applications when applying for an appointment. Not sure what the application states, but if it asks if you have family who did or are attending USNA I am sure you would advise her to answer truthfully.

Yes, it's rolling. The deadline for notification is May 1st, and as far as I can tell not many have been notified (only 1 student for the rising junior session, on the forum so far).

This is a recruiting event, so the admissions for the camp may be inclined to not take in those who may already have exposure. I'm not on the admissions board, so what factors into the process may never be known:)
 
The application does not ask if you have a family relation to the academy. Also, in my session there was a boy who was the younger brother of one of the midshipman, who was a STEM camp leader.
