If the person you opted to do a personal swearing in with cannot make it, do you contact someone to notify the academy, if so who do you contact?

No. Not necessary.

The personal swearing ins are very informal and usually done in the Rotunda or Memorial Hall. No one will be checking it out, counting or doing a review. It is totally your own event. Some choose to do it outside as it’s less people and less crowded. The swearing that counts for government purposes is the one in T Court and also the paper they sign in Bancroft before they head out for the swearing in.
