I applied early action to the CGA with the intended major or civil engineering. Is it possible for me to switch my intended major even though I already submitted my application? And, how easy is it to switch majors once you're in the Academy? Thanks.

If you are trying to switch from a technical major to a non-technical (government or management) seems like that would be difficult or would hurt your chances. If switching to one of the less popular majors that shouldn’t be an issue I would assume.

If switching to a less competitive major I would ask your admissions officer about it and I am sure they can help you out.
 
You can switch majors once you are there. Your 4th class year will be pretty standard regardless of your major anyway. Many initially start Civ but change. My son started Civ and went NA/ME. Others go to management or gov.
 
Service Academies treat intended major differently than ROTC. In fact, it is quite a bit different in such that you have full control over it, at any time. You do not need permission to change. The ultimate requirement is that you have enough credits to graduate. Some career fields may require a specific major, but this is not a case where your appointment is contingent on your chosen major. ROTC scholarships on the other hand are tied to the intended major, but even then, changing between technical majors is generally permitted. It's when you switch from tech to fuzzy that things get harder (but not impossible).

This isn't 100 percent true - I can't speak to other Academies, but majors (mostly government and management) can and do get capped, and changes of major are never guaranteed.
 
I would second what ekb1398 said. My understanding for the USCGA is the fleet is in need of STEM grads, especially engineers. The primary mission of the Academy is to provide trained officers for the fleet. What may have been allowed in the past with respect to changing majors, can always change, especially due to the needs of the service.
