Taxes full NROTC scholarship

Speaking for NROTC since AROTC and National Guard might be different, the answer is a mix.

For the standard high school student receiving an NROTC scholarship which provides an allowance for education and subsistence, those are not taxable for federal tax purposes. If the student is active duty military utilizing either STA-21, GI Bill, Tilman Scholarship, and a few others, the answer is generally yes but they should seek tax advice from a professional and every military base I know provides free tax assistance.

State taxes may differ so I can't speak to that.

Judging from your profile picture, I assume this is an NROTC scholarship. In that case no. A scholarship that is used for tuition/fees is not taxable. Neither is the book or living stipend, since it is not salary. If it is an AROTC scholarship being used for room and board, it is taxable. Pay received during summer training is taxable.

The tuition coverage is not taxable (as mentioned by ProudDad17).

I was on an NROTC scholarship and have zero recollection of filing taxes, though that was a long time ago!
 
Details nicely covered above. Scholarship monies used toward room and board are taxable. Your payslips from active duty stints for summer cruise et al. Should show taxes taken.
Stipend, tuition, fees and book stipend are not taxable. Your university should provide a form 1098-t to outline scholarship payments and tuition details to use when filing taxes.
