Thank you note?

What is the best course for sending a thank you note to a MOC who has provided a nomination? Send it to the local office? Send it to the Washington, DC office? What is everyone else doing?

My son sent his to the local office, each attention to the staffer who he had worked with. I figure the staffer can pass it on to the correct location/person (ie I'm not sure they'd actually even give it to the senators or if you just kind of consider the staffer did all the work!). He addressed them all "Senator X, Attn: Mr. Y" so it could be interpreted either way!
