I fail to see "egregious incompetence" here, but you do. Would you please expand on your above quote?

If you weren't aware, the Navy/DoD PR machine will say whatever to save from exposing their deep seated issues to the int'l community. Any maritime industry professional DoD or not will agree that the collision of a warship with fully functioning/integrated collision avoidance systems with a target like a large merchant vessel is the height of egregious incompetence.

I am aware that a bureaucracy doesn't want to have it's dirty laundry aired; been there, done that.
I was not aware however, that any maritime industry professional agreed that the bridge crews of these ships were/are incompetent. Interesting.
