Even if all the candidates in a particular district have only that nomination (unlikely) and all are fully qualified well before the file completion deadline (very unlikely), West Point will still wait until close to the file completion deadline to determine who will earn that vacancy. The point being is that you can and should continue to improve your application through the file completion deadline.

If you get accepted I can't stress enough that you should enjoy your time before beast. I got so caught up in thinking about West Point and beast I forgot to have a good time. But make sure you stay out of trouble foremost. Good luck
