@Goarmy85 - that letter is called a 'Screened' Letter. Her file is closed unless there is improvement in her file.
You only told us her ACT score and GPA - her academic accomplishments ( which are very good), but no mention of her leadership or sports.
Is it possible that one of her teachers gave her a bad evaluation on the SOE? Did she not do well on her CFA?
As everyone else has suggested, have her call the RC.
All is not lost if she can improve in the areas that her RC says where her file is weak. 'Screened' files can become 'unscreened.'

This early in the process, the screening is typically just test scores. If the candidate is considered "at Risk" a second step kit that opens most other parts is opened. The RC does not initiate DoDMERB for candidates that are not competitive. It sounds like there maybe a mistake somewhere. You could also reach out to your local FFR.
 
With these “stellar” credentials, there definitely is some error somewhere.

Was there a suspense given by the RC to complete the CFA retake? If they gave a suspense and that he passed, that could trigger a “screened” letter.
 
There is no mention of her CFA in the letter. She was authorized a DODMERB exam, which should indicate a competitive applicant for authorization to be triggered.
Class rank standardized tests and/or leadership needs improvement is what the RC specifically pointed out in the letter. Everything the OP provided completely contradicts that assessment with the only exception being class rank which wasn’t provided (also doubtful that is a factor). Leadership assessment may not be “most” competitive, but not a deal breaker. If there were another “big” negative factor looming that could prompt this TWE, it would’ve been mentioned by the RC. I am hopeful that it was indeed sent as a terrible mistake and that the OP’s DD can continue to march on as a competitive candidate. The answer should come tomorrow.
 
This letter is because she has not updated her portal in awhile. DS received the same letter this weekend. Yet he received a call from WP person telling him that WP is the place for him. I find this odd since applications aren't due until Jan 2020. Is WP getting so many applicants it can turn away extremely qualified ones? I would call RC and they will reopen her application.

Well the language used in the letter provided by the OP indicates that the DD is not qualified based on the information she already provided. She needs to make “significant ‘ improvements in the areas previously mentioned for her application to be reopened. It goes on to say if the improvements made are deemed competitive, she will be asked to complete the requirements for admission.
Again, her stats are all competitive, she’s passed DODMERB, and only needs to retake the CFA (which is not even mentioned in the letter).
It has to be a letter sent by mistake, or her RC is a deeply confused writer with poor communication skills (which I doubt is the case).

DS received same letter and was contacted by WP who stated because he did not update his portal in a timely fashion it was closed.
I agree the "RC is deeply confused with poor communication skills or it was sent by mistake." Either way it was sent and it reflects poorly on WP! If in fact the application deadline is 31 Jan 2020 why would you tell a candidate they need significant improvement when the application is not complete! BTW DS's portal has been reopened and RC wrote a stern note with it. RC must be having a bad day because they are possibly turning away some very qualified candidates with this letter and subsequent follow-up. In my area of the country WP gets about 3 applicants AFA and USNA many more. WP's loss could be USNA and USAFA's gain. IMHO (which means next to nothing) WP needs to have a talk with said RC and repair some bridges that have taken a direct hit! :tank::stretcher:
 
As was suggested by some, turns out this was a “Screen” letter, generated due to lack of recent portal activity as DD was waiting for high school to take a requested action. Portal has been re-opened but there are clearly mixed messages being sent by USMA.

That is one of the worst communications I could imagine an RC sending to a candidate due to a “lack of activity “ on an application. It’s honestly hard to comprehend why the language was used the way it was. A seemingly competitive candidate such as OP’s DD could take it literally and assume the worst without challenging it, and quit the process. Then it would be WP loss on what could’ve been a great Cadet.

It seems the Admissions Staff used the wrong form letter when screening for inactivity instead of academic performance. Glad the candidate is still pursuing admission!
 
Our DS received a letter stating if he did not have more activity on his application portal before Nov 21st they would close his application. It is also very interesting that the application deadline is January 31st, but our DS was told that if he was seriously considering West Point he needed to have his application completed before end of November.
 
At a local WP candidate informational meeting 2 weeks ago, there was a senior who was being recruited as an athlete. Our state Senators had already closed their apps as had the local MOC's in that city. The mom and dad were clearly not familiar with the process and were baffled by the nomination requirement. I felt so badly for them, the presentation was very succinct and covered the basics but man, coming in this late and not having any background info I could see their heads spinning.
The admissions rep just reassured them that they had until January 31 for the application. I cannot imagine starting the process this late. I would only be able to speculate that if the candidate were that amazing that WP would find a nomination.
And the rep was very clear that those in the room needed to complete their applications as best they could as soon as they could. 2 of the 8 in the room had been DODMERB qualified, the others hadn't triggered their DODMERB yet.
Made me feel much better that our DS was done and in the holding pattern.
