Through a technicality, I am ineligible for NROTC 4-Year. What do I do/who can I call?

I am a first-year student at one of the UC schools. Between AP exams and my first two quarters, I have sophomore standing through the number of credits I have but I am still on track to be in college for 4 years. I made this clear to the officer I interviewed with, the NROTC freshman instructor at my unit's school, and the two petty officers whom I coordinated my application with. All of these people told me to pursue the 4-year scholarship as I was still a first year. Due to a technical error (my math teacher submitted my recommendation letter late but not after the deadline), my scholarship page was marked as ineligble/incomplete, but I was told that this was an error and my app had been sent to the review board.

Sometime between now and February, my app was marked as ineligible, and I assumed this was the same error. I was just told by one of the petty officers who helped me that this is the final decision of the review board and that I would have to apply for a 2 or 3 year scholarship. To my knowledge, that deadline has long since passed. What can I do/who can I contact, besides waiting until next year and applying again?
 
You best path forward is to work through your chain of command. Talk with your year group advisor.
