I've always wondered how many cadets are in ROTC and was glad to finally see the article includes a number: 35,000. Do you think it's safe to conclude that approximately 25% of that number (8,750) enter the program each year?

Tough to say. Not necessarily 1/4 a class. More people will start ROTC, but then they will drop out come signing time. Second, a lot of people get the 2 and 3 year scholarships. Meaning they might not enter until later in their college years. Basically, what I'm saying is it isn't even all the way through. It would be interesting to see a statistic on this though!
 
I think they commission about 4,000 officers from ROTC/year. Many many students take ROTC as a class for a year or two and never contract or are on scholarship.
