Transfer of 3 Year National Scholarship from 2nd Brigade to 5th Brigade

So I just recently finished my freshman year/MS1 year at Syracuse University and have decided that the school and program are not for me. I've made the decision to transfer from Syracuse to the University of Utah along with my 3 Year AROTC National Scholarship. I have already discussed the possible outcome with the ROOs from both schools but have been given two wildly different answers. The Syracuse ROO has told me that I have a 0% chance of transferring while the Utah ROO has told me I have an 80% chance of transferring. I know that It's ultimately up to Cadet Command to approve the transfer but what is the realistic chance I have of the transfer being approved? Utah is about $50,000 less than Syracuse so I feel that Cadet Command shouldn't have a reason to deny me the transfer. I have already been accepted into Utah and have been told by the ROO that if it gets approved by Cadet Command that Utah will accept my transfer.

Based on posts I've read you're the second cadet from your MS1 class at Syracuse looking to transfer. Good luck. Hope you're successful. Is your PMS likely to write a positive review?
 
I would like to think you’d have the green light considering the new school is much cheaper and you have a legitimate reason as to why you’re transferring.

I have been a pretty normal cadet within the Syracuse program so I don't see why not
 
Transferring between brigades is difficult. I understand that scholarship funds are accounted for at the brigade level. The cheaper cost isn't necessarily a benefit if the receiving brigade doesn't have funds to cover your scholarship.

You place your bets and take your chances. Did the receiving ROO explain why he thought your chances were so high?

Not really. All he told me was that since it was a transfer from a high-cost school to a low-cost school there wouldn't be a huge issue. I was recommended to try and get in contact with someone within the 5th brigade who would have an actual answer to whether or whether not the transfer has a good chance of happening but I'm unsure as to who I would contact for that.
 
Sounds like the place to start. Presumably either ROO could provide that contact info. You may have to call around a bit to get the the proper person.
